MILITARY
Army
Under the structure of the Seaguard, the old Tower Guard -- which became the two elite regiments of the Serpent Guard and Lion Guard in the reign of Mazrakhor -- no longer exists. Rather, all the soldiers and warriors of Seaward are known as Corsairs, with only elected officers holding ranks in the Tower proper. These officers, who fall beneath the authority of the
Tower Captain, are charged with the defense and security of Seaward itself, keeping the gates and walls manned and guarded at all times. Their subordinates are Corsairs of the Seaguard whose currently assigned rotation duty places them in the Tower, and thus under the authority of the Tower officers. The ranks are, from highest to lowest: Tower Lieutenant, Tower Sergeant, and Tower Corporal. Promotions may be carried out by the Tower Captain or the Tower Lord.
Tower Captain: The Captain runs the military
structure of the Tower. Per the lead or instruction of the
Tower Lord, the Captain organizes and executes all military
actions of the Tower army. In addition, the Captain serves as
the liason between the troops and the Lord. The Captain acts
as the highest level of law enforcement over the Tower forces
but may be overruled by the Tower Lord. All grievances, and
anything else that a soldier or officer thinks the TL should
be informed on, are brought to the Captain. The Captain also
functions as the chief judicial officer for military
personnel, often serving as an advisor on all tower affairs.

Navy
Fleet Master: As the head of the Fleet of Seaward, and perhaps the second most powerful person in the entire Tower, the Fleet Master wields great power. Overseeing the day-to-day running of the Fleet from above, the Fleet Master is responsible for maintaining all hirings, terminations, and transfers within his sphere of power. He has the right to appoint or remove Ship Captains and officers, and often serves as one himself. In naval matters, he can only be overruled by the Tower Lord.
Position currently open
Seawarden: Often occupied by an experienced but aged Ship Captain no longer fit for service as a Corsair, the position of Seawarden is that of right-hand to the Fleet Master, and is particularly concerned with the maintenance of the Fleet's logistical and construction side. The Seawarden is in charge of all shipwrights, dockhands, and auxiliary Fleet workers, and also serves as something of a private Tower harbourmaster on a day-to-day basis.
Position currently held by: Atakan Serhanin
Ship Captains: Upon their ships, the mighty Corsair Captains of Seaward have complete authority. Commanders, warriors, and sailors of much skill, they are constantly proving themselves upon the high seas of Middle-earth, and need bow down only to the authority of the Tower Lord, Fleet Master, and Seawarden.

NON-MILITARY
Steward: The Steward serves as the second-in-command of the Tower in all matters save the military and the scholars, in which he or she defers to the Fleet Master, Tower Captain, and Lord's Advisor respectively. The Steward oversees the stability of the Tower as a whole, and in the absence of the Lord, takes charge of political interactions.
High Emissary: The High Emissary is the chief of Seaward's Emissaries, and thus the foremost of all the diplomatic figures within the Tower, outranked only by the Steward and Lord. They are generally only dispatched to handle the most critical of Seaward's diplomatic business, otherwise remaining in the Tower to coordinate their affairs from home.
Position Currently Held by: Butrus
Emissary: An Emissary is a man or a woman who has been chosen by the Lord, Steward, or High Emissary to act as a diplomatic liaison of the Seaward Tower. They often serve as ambassadors to other Towers or as representatives of Seaward beyond Umbar, granted the authority to carry out certain tasks or make certain decisions by their superiors.
Mistress/Master of the Keys: High in the confidence of the Steward and Lord of Seaward, the Mistress/Master of the Keys is responsible for the day-to-day running of the Tower, overseeing its servants, slaves, and other staff, and ensuring that their duties are fulfilled. They also serve as a general assistant to the Steward.
Position Currently Held By: Haytham
Professionals: The professional staff of Seaward are many in number, and their skills varied and diverse. They include artisans, cooks, craftsmen, falconers, gardeners, grooms, hunters, merchants, seamstresses, seneschals, shipwrights, smiths, whores, and anyone else who leads an independent, professional life of some sort. Certain organised bodies of professionals within the Tower often have a single, nominated leader, such as the Chief Huntsman, Master of the Forges, Head Gardener, and Stablemaster.
Master of Forges: Farooq
Chief Huntsman: Khaliq
Custodians: The position of Custodian is a unique one typically held by members of the military, but ranked amongst the non-military Tower personnel due to its nature. Anyone from the Lord, to the Tower Captain, to the Lord's Advisor, to the Master of the Keys may have a Custodian, who serves as their bodyguard as well as a general assistant. Often they are but simple guard and lackey, yet it is also possible that a Custodian may have a much deeper role, and perform duties far beyond what is officially their wont.
Pages: For the most part, the pages of the Tower are young boys and girls born to loyal Seaward parents, their future likely that of an active professional such as soldier, Corsair, Emissary, or seneschal.
Servants: Servants are simple workers employed to perform many of the more mundane yet essential duties of the Tower. Though above slaves, being free men and women, their lives are generally none too glorious, possible positions including labourers, maids, scullions, and common retainers.
Lord's Advisor: The nature of the Tower Advisor's position can vary greatly, depending largely upon the power given to them by their Lord, as well as their own ability and repute. Irrespective of whatever personal sway they may hold, the Lord's Advisor is also the official head of all Seaward's scholars, loremasters, and students.
Position Currently Held By: Najilaa bint Emir Hilel
Lawspeaker: The Lawspeaker is a senior scholar charged with the mastery of all knowledge concerning Umbar's and Seaward's laws, customs, and political nuances. Though they may be overridden by the Lord's Advisor, they are considered the foremost authority on all such matters.
Lorekeeper: Both master historian and archivist, the Lorekeeper is the foremost of the scholars that study and maintain the annals and chronicles of the Seaward Tower's past. They are an expert in the history of Umbar and the Tower, and also responsible for maintaining the Lord's Library and watching over those scholars who serve as its librarians.
Position Currently Held By: Padma al Ravihn
Scholars: Seaward's small but able cadre of scholars encompasses a number of talented and hard-working intellectuals including historians, linguists, and writers. Though their specialities and interests may vary widely, all Tower scholars are expected to fulfil a number of basic duties to earn their keep. Such duties include serving as scribes, working as librarians in the Lord's Library, and assisting the Lord, his Advisor, senior scholars, or anyone else who requests their aid it in a task that they desire.
Students: Those young Seaward children who prove themselves to be bright and able enough to pursue the life of an intellectual are taken in as students by the scholars of the Tower, remaining under their wing till they themselves can find a place as a professional. They often assist their teachers and masters in their research and daily chores.
